Promoting the background layer

To have the Background layer to function like other layers, you can promote it to a regular raster layer. Raster layers support transparency and can be moved anywhere within the stacking order. For more information about the background layer, see Understanding layers.

To promote the background layer to a regular raster layer

Edit workspace

Choose Layers Promote Background Layer.
